Institutional Repositories were conceived to collect and disseminate the intellectual output of the organizations that sponsor them. That output is full content of some form—text, graphics, multimedia, datasets, and more. As IRs have evolved, however, the possibility of quickly and easily populating it with just citations without the actual content has gained attention. The choice of requiring full content or allowing citation only is a question not without controversy. This presentation will examine the issues involved with both ideas and discuss advantages and disadvantages of each.
