Abstract
School nutrition program directors play a vital leadership role in ensuring school meal programs operate efficiently, effectively, and in compliance with federal, state, and local requirements. Competencies, knowledge, and skills (CKS) frameworks support these professionals by defining performance expectations, guiding professional development, and strengthening leadership capacity. The most recent CKS resource for school nutrition program directors was published in 2010, and substantial changes in regulatory requirements, operational complexity, workforce conditions, and leadership expectations have created a need for revision.

This study aimed to identify and validate the competencies, knowledge, and skills required for effective school nutrition program directors in the current school meal program environment. Using a multi-phase, mixed-methods research design, researchers from the Institute of Child Nutrition Applied Research Division engaged subject matter experts through semi-structured interviews, expert work group discussions, electronic review panels, and structured resource assessments. Study objectives included evaluating the relevance and applicability of existing CKS statements, updating functional areas and competency statements, confirming statement placement within the framework, and validating the revised resource.

Findings resulted in an updated CKS framework organized into nine functional areas encompassing 19 competencies and 214 aligned knowledge and skill statements. Statements were categorized as entry-level or advanced-level to reflect expected stages of professional proficiency. The revised framework provides an evidence-based resource to support workforce development, performance evaluation, leadership development, succession planning, and continuous improvement in school nutrition programs. Designed to be adaptable across varied district contexts, the framework offers practical guidance for administrators and school nutrition professionals seeking to strengthen district-level program leadership and operational effectiveness.
